A new Brussels-focused alliance, Wood Pallets for Europe, was announced on 17 September 2026 to give the wooden pallet sector a coordinated, evidence-based voice with EU institutions and policymakers. Founders are CJ Sheeran Group, Euroblock Verpackungsholz GmbH, Foresco, PGS Group, EPAL and Woodpack Global.

The launch statement highlights reuse, repair, refurbishment and recycling, and argues that future legislation should recognise wood’s characteristics and the range of circular systems operating across the sector. Foresco’s activities include pallet sorting, repair and reuse, so circular and reconditioned pallet operators are represented alongside EPAL and Woodpack Global.

For UK pallet exporters and suppliers of used or reconditioned 1200 x 800 and 1200 x 1000 pallets, the development gives reuse-based pallet systems a more direct, coordinated voice in Brussels while practical questions around the EU Packaging and Packaging Waste Regulation remain unresolved.

The alliance’s launch is not an exemption, conformity decision or compliance ruling. In particular, it does not establish that anonymous or mixed UK whitewood pallets comply with PPWR. Businesses should continue to follow applicable PPWR documentation and conformity requirements and take appropriate professional advice for their own supply chains.

Defra clarifies ISPM 15 responsibility and returns process for France-bound pallets

Defra guidance updated 30 September says exporters remain responsible for ISPM 15-compliant wood packaging in SPS consignments to the EU via France. French authorities may destroy non-compliant pallets; GB port health authorities are not expected to act on interceptions at destination, and returned goods follow existing border processes.
